Perak berdepan Defisit Tinggi

Pakatan Rakyat (PR) Perak konsisiten dalam pendirian yang menyatakan Perak berdepan defisit sebanyak RM104 juta jika Rang Undang-undang Perbekalan berjumlah RM80 juta diluluskan.
Ahli Dewan Undangan Negeri (ADUN) Simpang Pulai, Chan Ming Kai berkata, jumlah defisit negeri sebelum ini RM23.89 juta ditambah RM80 juta menjadikan jumlahnya hampir RM104 juta.
Menururnya, walaupun kenyataan berkenaan dibidas Meteri Besar, Datuk Seri Zambry Abdul Kadir dengan menyatakan tidak wujud defisit namun ia sangat meragukan.
“Zambry dalam satu kenyataannnya sebelum ini menyatakan tidak wujud defisit kerana negeri memperoleh pertambahan hasil luar jangka sebanyak RM117 juta.
“Namun ini juga bukan satu persoalan besar selain itu kami juga ingin bertanya adakah benar pertambahan hasil luar jangka tersebut disebabkan kecekapan kerajaan Barisan Nasional (BN) mentadbir negeri Perak atau sebaliknya,” katanya kepada Sinar Harian.
Ming Kai berpendapat pendapatan luar biasa itu datangnya daripada hasil premium tanah dan kenaikan cukai tanah awal 2010.
“Polisi kerajaan Pakatan Rakyat yang menawarkan pemberian geran kekal kepada kampung tradisonal dan kampung baru menyebabkan ratusan rakyat membuat permohonan namun ia tergantung sehinggalah ditolak pada September tahun lalu.
“Sementara surat tawaran kepada pemilik tanah yang membuat permohonan bagi melanjutkan geran mereka sehingga 99 tahun maksimum, cuma dikeluarkan pada Disember 2009. Maka pemilik tanah majoritinya membuat pembayaran pada 2010 yang menyumbang kepada ‘hasil luar jangka’ ini,” katanya.
Beliau berkata, proses penukaran status geran ini juga melibatkan kos lebih RM500 bagi setiap permohonan.
“Walaupun polisi geran kekal dibatalkan, tetapi kos yang dibayar rakyat ini tidak dikembalikan dan cukai tanah juga dinaikkan secara berperingkat.
“Ke mana wang itu akan dibelanjakan juga menjadi satu persoalan kerana ruang untuk perbahasan tidak dibuka dengan seluas-luasnya berikutan sidang cuma diadakan satu hari sahaja,” katanya.
Katanya,walaupun kerajaan BN merancang untuk menggunakan RM30 juta bagi pentadbiran dan pembangunan sementara RM50 juta lagi untuk pelaburan, bagaimana dengan kenyataan ADUN Slim, Datuk Mohd Khusairi Abdul Talib dalam media baru-baru ini.
‘Beliau menyatakan pertambahan peruntukan akan digunakan untuk membantu kontraktor Kelas F yang ketandusan projek ketika ini akibat pembekuan projek Penyelenggaraan Infrastruktur Awam (PIA) dan Projek Infrastruktur Asas (PIAS) oleh Kerajaan Pusat tahun ini.
“Ini jelas adalah satu bentuk ketidakadilan kerana hasil dikutip dari rakyat hanya dinikmati segelintir individu sahaja, malah ini berbeza dengan corak pemerintahan PR yang berjimat cermat dalam berbelanja sehingga mempunyai lebihan RM100 juta tanpa menaikkan cukai,” katanya.

PKR call: Suspend Perak MB for alleged power abuse
Perak PKR wants Menteri Besar Zambry Abd Kadir suspended from his post, or as land committee chairperson, pending probes by the Malaysian Anti Corruption (MACC) for alleged abuse of power in transferring land.
Party state vice chief Chang Lih Kang said this yesterday morning after lodging the second of such reports within eight months against Zambry with the anti-graft body.
The first MACC report that alleged Zambry allocated 10 lots of land to Umno Gopeng division chief Hamzah Mohd Kassim was lodged on Dec 16 last year.
Yesterday’s report alleged that 50 acres at Kampung Sungai Itek, Gopeng had been transferred to a company by the name of Safura House of Diamonds for a planned village programme.
According to Chang, also PKR Teja assemblyperson, who was accompanied by four farmers when filing the report, the main shareholder of the company is one major (R) Roslan Zakaria who happens to be Umno Gopeng division deputy chief cum Ipoh City Council councillor.
The heartbreaking part of it is that around 20 aqua and vegetable farmers who had toiled there for more than two decades, had their applications for legal status to the land rejected without reason, according to Chang.
Development priorities lost focus
Instead, the Perak government under Zambry who is also state Umno chief, had chosen to give the land to an allegedly closely connected developer, he said.
He charged that while the federal government was giving priority to the development of agriculture in the country, the Perak government instead seems to accord importance to its Umno cronies.
He also took MACC to task for sitting on PKR reports against the BN state government.
“Cases involving high ranking individuals seem to idle on the desks of the MACC officers as if they are afraid to take action against people who walk in the corridors of power,” he said.
“I hope MACC proves us wrong in this case by acting swiftly and prosecute those responsible without fear or favour,” he said.
PKR also wants the state government to abrogate the land approval to Safura House of Diamond Sdn Bhd and hand over the disputed plots to the farmers.
Chang also wants Pakatan representatives to be allowed to attend all future land committee meetings to have a check and balance system.
He demanded an explanation from only MCA exco member Dr Mah Hang Soon in the state exco, to explain why he had allowed such blatant abuse of power to take place.

A Blatant Misuse of Power: Zambry chooses to award land to henchman over the rakyat
According to written answer given by the most recent state assembly (August 3, 2010), a parcel of land was “stolen” from the rakyat by UMNO crony. The land, situated in Kampung Sungai Itek, Gopeng and measuring 50 acres was awarded to a company called Safura House of Diamonds Sdn. Bhd. for Rancangan Perkampungan Tersusun (RPT).
This piece of land is farm to several aquafarmers and vegetables farmers who have for years,
attempted to apply for legal status on this land but to no avail. No reasons were ever given for
their unsuccessful applications.
Realising that something was amiss, I did a background check on Safura House of Diamonds Sdn
Bhd and discovered a shocking revelation. One of the main shareholders of the company (50%)
is Major (R) Roslan bin Zakaria (580328-08-5671) who happens to be the Deputy Chief of
UMNO Gopeng Division cum councilor of the Ipoh City Council!
The state government under YB Dato’ Seri Dr. Zambry Abdul Kadir (who is also the UMNO
state chief) rejected the applications of the farmers who have been working on that land for
years, and instead awarding it to developer who is closely connected to him, has committed a
grave offence.
This action reeks of corruption and cronyism at the highest level in the state of Perak. Dato’ Seri
Zambry Abdul Kadir has clearly stepped out of line by using his executive powers to enrich his
men at the expense of the rakyat.
I would like to stress that this is not an isolated case. 8 months ago (December 16, 2009), I have
lodged a report with the MACC against government under Dato’ Seri Zambry for giving a quota
of 10 lot of lands to UMNO Gopeng Division Chief, Datuk Hamzah Mohd Kassim.
I strongly condemn this heinous act, especially when committed by the highest ranking officer of
the state. The flagrant corrupt practice shows that UMNO Barisan Nasional has rotten to its core!
I also would like to take MACC to task for sitting on reports that have been lodged with them.
Cases involving high ranked individuals seem to sit idle on the desks of the MACC officer as if
they are afraid to take action against the people who walk in the corridors of power.
I hope MACC would prove us wrong in this case, by acting swiftly and prosecute those
responsible to the court of justice without fear or favour!
In order to avoid similar corrupt practice in the future, I also would like to urge:
1) Dato’ Seri Zambry to be suspended from the Menteri Besar post, or at least chairman post
of the Land Committee pending investigation.
2) Abrogate the land approval to Safura House of Diamond Sdn Bhd and award the land to
the farmers.
3) Allow Pakatan Rakyat reps to attend meeting of the land committee, in order to have a
check and balance system.
4) Dato’ Dr. Mah Hang Soon as the only non-UMNO exco, should explain to the rakyat
why did he allow such blatant abuse of power by UMNO?

UMNO Rampas Tanah Rakyat Lagi!
(Ipoh, 12 Ogos 2010) Ahli Dewan Undangan Negeri Teja, Chang Lih Kang sekali lagi membuat laporan Suruhanjaya Pencegah Rasuah Malaysia (SPRM) terhadap seorang pemimpin UMNO peringkat bahagian.
Lih Kang mendedahkan bahawa sebidang tanah yang sedang diusahakan oleh para penternak ikan hiasan dan petani telah diluluskan kepada sebuah syarikat milik seorang pemimpin UMNO peringkat bahagian.
Menurut beliau, jawapan bertulis Dewan Undangan Negeri telah mengatakan bahawa sebidang tanah seluas 50 ekar yang terletak di Kampung Sungai Itek, Gopeng, telah diberikan kepada sebuah syarikat yang bernama Safura House of Diamond Sdn Bhd. Tujuan kelulusan tanah tersebut adalah untuk Rancangan Perkampungan Tersusun (RPT).
Setelah meneliti laporan Suruhanjaya Syarikat Malaysia (SSM), kami dapati satu fakta yang amat mengejutkan, iaitu salah seorang pemegang saham merupakan Timbalan Ketua Bahagian Gopeng UMNO, Mejar (B) Roslan bin Zakaria!
Pengusaha-pengusaha di tanah tersebut telah membuat banyak kali cubaan untuk memohon tanah, namun semua permohonan mereka ditolak tanpa diberi sebab. Kerajaan negeri di bawah Dato’ Seri Zambry Abd Kadir tidak memberikan tanah kepada para petani tetapi memberi kepada pemaju adalah suatu tindakan yang tidak berperikemanusiaan. Apatah lagi, kerajaan negeri memberikan tanah tersebut kepada kroninya. Ini adalah satu kes rasuah (salahguna kuasa) yang jelas!
Parti Keadilan Rakyat mengecam sekeras-kerasnya kerakusan kerajaan Barisan Nasional ini. Sekiranya perbuatan ini tidak dihentikan, ramai lagi rakyat akan menderita kerana mereka akan diusir keluar dari tanah yang sedang mereka usahakan sekarang.
Lih Kang menyeru SPRM agar mengambil tindakan yang tegas terhadap orang yang bertanggungjawab atas kes ini. Ini adalah kes salah kuasa yang kedua selepas berlakunya skandal penyelewengan tanah di Kampung Sungai Itek juga, di mana Ketua Bahagian UMNO Gopeng, Datuk Hamzah Mohd Kassim telah diberikan kuota 10 lot tanah kampung tersusun.
Ini menunjukkan bahawa UMNO Barisan Nasional telah mereput hingga ke terasnya, sehingga pimpinan-pimpinan peringkat bahagian pun dah rakus dan rasuah.
Untuk mencegah kejadian ini daripada berlaku lagi, saya menggesa agar:
1) Dato’ Seri Zambry dibekukan jawatannya selaku Pengerusi Jawatankuasa Tanah sepanjang siasatan kes ini dijalankan.
2) Batalkan kelulusan Safura House dan memberikan tanah kepada para petani.
3) Membenarkan wakil rakyat Pakatan Rakyat untuk menghadiri mesyuarat Jawatankuasa Tanah supaya satu sistem check and balance akan wujud.
4) Dato Dr. Mah Hang Soon yang merupakan satu-satunya exco bukan UMNO, perlu jelaskan kenapa beliau tidak menghalang kes ini daripada berlaku?
